2015年4月25日に発生した地震によりネパールには甚大な被害が出ています。 早速、ネパールのＣＩＬからは「今後、車いすのニーズがたくさん上がってくることが予想される」との連絡もきています。5月下旬に第一次支援として、支援金と支援物資の輸送、ネパールへの車いすの輸送方法の調整、現地ニーズ調査を計画中です。 救援物資を日本から直接送付するのは時間とコストがかかるため近隣国（パキスタンなど）経由での物資の調達・搬送を計画しています。 ■ネパール被災障害者救援基金受付口座についてのご案内 東北関東大震災救援本部は、2014年度末で活動を終了することとなっていますが、基金の専用口座の開設手続きにはたいへん時間がかかるため、今回、救援本部の口座で「使途限定」で受け入れいたします。 （１）郵便振込の場合は ＊通信欄に「ネパール被災障害者救援基金」とお書きください。 （２）銀行振込の場合は ＊お振込みの際は、「ネパール被災障害者救援基金」へのお振込みであることを全国自立生活センター協議会までご一報ください。 |

障害をもつ地震被害者が一番放置されている （Republica ）
カトマンズ 5月1日8:カトマンズ 5月18日:
Padam Bahadur Khatri（32才、Naubise VDC-7 of Dhading district）は、4月29日の地震で家が崩壊した時安全を求めて車いすで逃げた。地震で持ち物と食糧すべてが埋まってしまったので、村の地震被害者の救援物資が配布されると聞いた時にだけ再び希望が湧いていた。
しかし支援品をもらいに行った時、まったく失望させられた。「障害ゆえに配布所に時間道理に着けませんでした。到着した時には、救援物資は何も残っていませんでした。」と、今はJawalakhelフットボール場に避難しているKhatriは回想する。
彼のケースは国中のその他障害をもつ他の何百の被害者の運命を代表している。カトマンズの全国障害者団体連盟（NFDP）代表の Sudarshan
Subedi,によると、 救援団体からの支援品多くの場所で障碍者は受け取れなかった。「障害者は障害だけでなく、情報不足により給付所にたどり着けませんでした。」と障害者自立生活センターの事務局員Bhoj
Raj Shresthaは言う。
「障害者は最も打撃をうけたのに、国は彼らを大いに無視しています。」とセンターの事務局長Krishna Gautamは主張する。「政府は障害者、妊婦、高齢者を優先しているのに、救援品を受け取るのは一番最後です。センターやNFDNのような団体は、障害者が配布から取り残されないように、政府や支援機関と調整を行ってきた。
現在55人の障害者がいろいろな寄付を受けてJawalakhelフットボール場に避難している。.
Shresthaは「最初はPulchowk工科大学に避難しましたが、管理者に他の場所に移るように言われました。Lalitpur
のCDO は我々をフットボール上に送りましたが、最少は小人数でしたが、だんだんと数が増えました。」と述べました。
自立生活センターによると、23人の障害者が死亡し、330人ほどが家を失った。1万人以上が地震による身体障害が残るのではないかと恐れている。「多くの身体障害を負った人のために、我々はリハビリテーションセンターの建設と、カウンセリングや職業訓練を２カ月後に予定しています。」と事務局長の
Gautamは言う。
「彼らにとって自分たちの地域に戻ることは過酷です。我々の目的は障害者を支援し、支援物資が彼らに届くことを確実にすることです」とGautamは付け加えた。.

ネパール中部地震で、ジャワラケルにテント生活を続けているカトマンズＣＩＬを中心とした障がい者の方々。昨日パキスタンより陸路で車いす２５台が送られてきたそうですが、その全てを脊髄損傷スポーツ協会の障がい者団体にお渡しになった。
脊髄損傷スポーツ協会は、ネパールに唯一の脊髄損傷リハビリテーションセンターに拠点をおいて活動している脊髄損傷の障害当事者の団体。脊髄損傷リハビリテーションセンターでは、施設のベッド数のおよそ３倍の被災による脊髄損傷患者がリハビリ目的で入院しているそうだが、帰る家もない方も多い。
今、車いすを必要としている人のためにと、２５台全てをお渡しになった、カトマンズＣＩＬ。私が知る限りでも、ジャワラケルに避難生活をしている方の中にも、車いすが傷んでいる方がいるのに、被災による方のことを優先して、全てをお渡しになった、カトマンズＣＩＬの方々の行動は、すばらしいですね。

全国自立生活センター協議会JILの支援により、パキスタンで製作された車いすがネパールに届けられました。4月の地震で車いすが必要になった方々に届けられます。受傷後の心のケアも、ピアカウンセラーや、脊椎損傷のピアによって行われています。これぞ、ピアサポート！
イルカの当事者も、ネパールの当事者を支援するための募金を頑張って集めています。

今日は、ネパールのカトマンズCILのチョードリーさん Krishna
Raj Chaudhary と、遠距離バスターミナルをさらに越えた、警察病院へ行ってきました。
震災で、被災した障害者に会うためです。
正確なデータは出ていないけど、震災で障害者になった人は3000人ぐらい。その中で脊髄損傷、頸椎損傷の人は1000人と言われているらしい。
もしも、脊髄損傷など障害者になった人が訪問した病院にいたら、病院にいる頃から連絡とって、できたらピアカンしたり、退院後の支援を一緒に考えたり、車椅子の支援、帰れない人の支援も一緒に考えるために。
カトマンズCILの人からも、会えるかどうかは分からないとのことでしたが、
会うことができ、病院の先生とも30分以上はなし、障害者の事。ピアサポートの大切さ、など、いろいろ伝え、すごく大切な事だと、言ってもらえた。
これから、CILと、連絡とってやっていきたいといってもらえたが、ここには、震災障害者でなく、内戦時代(クーデターかな)マウイスト(毛沢東からきた社会主義の組織)という、過激な政党というか、グループとの戦いの衝突もで、障害者になったらしい…。
その人達は、5年以上病院にいたまま家に帰る事もできず、めどもたっておらず病院にいつづけている人もいる。
最近病院側も職業支援などもいれて、退院支援もしているが、今だ20人ぐらいいるらしいが、8人が会いに出てきてくれた。
まだ、言葉がいまひとつ理解できず、被災障害者にしたら、1か月後の今で車椅子？って、えらい病状安定してるから、脊髄損傷じゃないかも？とか、いろいろ考えてたけど、そういう訳で、被災障害者ではなかった。
その人達がいるので(？)、受け入れも難しかったと、言っていた。
でも、考えたら被災障害者だってそうなる可能性は高く、支援の必要性を感じた。
CILの重要性を強く理解してもらえたおかげで、他の病院を紹介してもらえ、また、KathmanduCILの、ボードメンバー(理事？)の一人が、リハビリセンターでピアサポートをしているらしく、その人からもその病院の脊髄損傷だけでも、150人ぐらいいると聞いている。
明日、あさってで、行けたら…と思います。明日は、行けたら、市内の大きな病院いきます。

ネパール4日目。昨日はCILカトマンズのメンバーと、キャンプ生活のこと、今後のことを話し合いました。キャンプでは、テーブル、電気、トイレの問題、など必要な物は何がいるか、現地で何が買えるか、今後どのように生活するか話し合いました。
今日は、ネパールの福祉のことを考えている政府の人と話し合い、午後からはJICAの人と日本からどのような支援ができるか話し合いました。
日本では被災したとき学校などの避難場所や、仮設住宅など国からの支援がありますが、ネパールはお金の問題などでまったくない状況です。健常者のことでも問題が多い中で障害者はもっと大変な状態である。今回の地震でも障害者は増えます。聞いた話しでは病院は1週間ほどで出されます。そのあとネパールに1カ所しかないリハビリセンターに3ヶ月ほど行くことになるが、行けない障害者も出てくるのではないのか。障害をもち家に帰り、介助サービスもない中でどうやって生活するのか‥問題はいっぱいです。
募金や、私達だけの支援では今の生活はサポートできますが、今後のことを考えると完全にたりないです。どのように支援ができるかこの問題を日本に持ち帰ります。
彼らは国からの支援が少ない中、自分達で声をあげ、集まり、食料を確保し生活をしていることをみんなに知って欲しいです。

Kathmandu CIL のみんなは 全員無事のようですが、テント暮らしでなく、家に戻れていた人も、また外での生活に逆戻りのようです。

もともと耐震のない建物が多いネパール余震で被害が大きくなってます。
デマというか、１７日後にマグニチュード８〜９の大地震がくるという噂が出回っているようで、真剣に怯えていたりしました。
デマだろうけど、完全にないとも言い切れない。けど、そんな不安を煽るような噂が流れるなんて。。。
どうか、がんばってる彼らにこれ以上の困難が来ませんように！

A week passed since the deadly
earthquake rocked the Nepal. According to the latest statistics,
The death toll from April 25 earthquake has reached 7250. More
than 14267 injured. 6085 are receiving treatment in various hospitals.
Still many Persons with disabilities are facing miserable lives.
Pwds ate spread in different places arpund the city. It is difficult
to get them relief. Independent living center managed resque camp
at Jaulakhel Lalitpur for homeless pwds so that they can be aided.
We are resquing many pwds at camp. We need your pray and support
to support persons with disabilities in Nepal. Your small support

ネパール地震の被災障害者の募金のご案内を自立生活センター夢宙のBlogで伝えたものです。シェアさせてもらいます。
カトマンズCIL代表は クラシナ→クリシュナ Krishna Gautam ですが、あとはその通りです。
震災後、外で暮らす人も多く、車椅子ユーザーにとっては困ったことばかりです。トイレの問題、また栄養状態が悪く、ストレス、休息がとれない環境から、体力もおち、車椅子に座りっぱなしの車椅子ユーザーの褥瘡は悪くなってきています。
今後感染症の心配もされています。
さらに車椅子ユーザーに限らず、情報の少なさ、空いているお店も少なく、空いていても、必要な物が手に入らなかったり、物価の高騰、
またネパール政府は混乱からか、医療、必要な薬、食料、水、他の物品の配布が十分にされていない状況です。
動きがとりにくい障害者には、さらに苦しい状況となっています。募金の募集をしているのは、JIL = 全国（障害者）自立生活センター協議会です。

blind child has been suffering from 'Chicken pox' for last 3 days.
He is not getting proper medical service. Her mother has brought
'paracetamol' and oral suspension from the health center. Local
Health Worker has suggested his mother to take him to Pokhara
if the health situation doesn't improve within a week. Devastated
home earthquake, open unhygienic place to live under a tent, lack
of proper nutrition, lack of basic services, poverty. Really worse
situation. I am worried about his vulnerable situation.

Death toll climbs to 5238
The number of deaths from the April 25 earthquake has reached
5238 across the country. Another 10348 people are being treated
for injuries, while 104867 houses were completely destroyed and
77895 partially damaged, according to the National Emergency Operation
Centre under the Ministry of Home Affairs, As many as 4739 bodies
were handed over to the respective families after fulfilling legal
requirements.
Government Slow in distributing relief
The government has received a huge assistance from foreign countries
and national and international organizations but the proportion
of relief materials distributed is comparatively low.
Sanitation woes grip quake hit Capital
Threat of epidemic outbreak looms as large number of people stay
out in the open for safety
Thousands of people reluctant to return home after the earthquake
are still living in the squalid tents, the authorities are battling
to address the worsening problem of garbage strewn across the
quake ravaged city and human waste.
Public Private and community hospitals are already recording a
spike in illness like seasonal flu, high fever, diarrhea and typhoid
which are caused by contaminated food or water.
Situation of PWDs
Persons with Disabilities are living an animal life as thousands
of people living under the pen sky lack of tents, latrines, safe
drinking, warm food and clothes. Earthquake victims are facing
health complications. Our friends also are suffering from pressure
sore, fever and urinary tract infection because of long time being
on wheelchair and rain in outdoor.
I am Alive!
Board Member of CIL-Kathmandu, Deependera Shakya, having cerebral
palsy disability is safe now but his old house completely collapsed.
He says " I was alone on bed at home. My mother was out to
bring water. Suddenly my home with laud strange sound started
to swing terribly. I couldn't recognize what is going on. I heard
people shouting run! run! Earthquake- earthquake! I felt panic
and tried to shout but couldn’t because of disability. I saw crack
on house and some bricks were falling down. Immediately my mother
entered with panic face. She was asking help mentioning my existence
at home. Nobody came to help us. My mother took me on her arms
and slowly brought me down to street. Some bricks were still falling
from edge side of home. When we reached to the open space we saw
our home completely collapsed. All my things with dream went under
the rubble. Any way I'm alive with my mother. Now we are living
in tents, facing challenges to cope with cold that rose from the
continuous rains. First time I felt horror of death. I thank to
my mother for giving me new birth. After realizing I'm alive I'm
worrying about lives of my friends. Whatever I faced was out of
imaginary and don’t wish for same to my friends. I'm praying for
the safety of my friends living in and outside valley"

メインストリーム協会と同じで、人権、啓発活動、また最近介助制度の、実現のため、日本へネパール政府の人と来日して、学ぶプログラムをまさに、来月か再来月にと、予定しているところでした。
メインストリームでも、研修を受け、
自国に、帰ってから活動を続けてきて、
はや、活動は10年近い、大事な障害者運動の仲間です。
日本で。来日、研修経験者、Krishna Gautam Deepak K.C Jamuna Subedi(もっといますが)達がいます。
ら自身も、家が壊れたり、外で暮らしている人達ばかりですが、被災地での、こらからの 彼らの活躍に期待しています。

Appeal to Support US
Dear all National and International Friends, Well Wishers
We have all been devastated by the 7.9 Rector Scale earthquakes
which have hit several parts of Nepal on 25th of April 2015 including
the densely populated capital of Kathmandu and other remote regions
which lack the basic infrastructure and relief to face such a
monumental disaster. This is the worst natural disaster we have
had in nearly a century. At the time of writing, the death toll
has been estimated to be 4,349 people and counting as reports
of those who have been severely injured and even trapped in the
rubble have been flooding through. Along with the innumerable
loss of lives, people have now lost their homes, their communities
and their livelihoods. The earthquake has devastated several landmarks
of grave historical and cultural significance such as the symbolic
Dharahara tower and the UNESCO world heritage site; the Kathmandu
Durbar Square into mere rubble.
In times like these, it is crucial to come together despite of
our differences and take a stand in facing such calamity. Our
country and our people need all the help that they can get to
even survive the aftermath of this disaster. Due to the lack of
sufficient infrastructure, security and relief, innumerable lives
are still at stake and we can make a difference. Many places are
waiting for rescue and condition of victim is worse than that
we expect. Like other, persons with disabilities along with their
family are also taking shelter outdoor fixing tents in open space.
But because of limited tents the situation is worse in nights
and in rains. Nepal is a country where we can’t find a single
public accessible toilet where persons using wheelchairs can enter
and use. Food in market is very expensive and relief fund from
government is not reaching in all areas being enough. Similarly,
many people are injured by earthquake and many people will face
disability in future. We came to know five people with a disability
died by an earthquake in Kathmandu. Now the situation of their
children is very terrifying. So we seek support for them as well.
In this terrifying situation, CIL-Kathmandu seeks immediate rescue
package from friends from all over the world. Rescue package must
include tents, foods or funds for food and shelter, mobile commode
toilets, and wheelchairs for injured people, lamps, bed sheet,
blankets, pillow, bed sheets cover and medicines, cloths and support
to children of disabled people.
Your significant support to our people is necessitated. Please
join our campaign of saving and rehabilitating people with disabilities
and injured. Your support highly appreciated for the courage and
strength for lives of people with disabilities and their family

親愛なるみなさま
２０１５年４月２５日、人口密度の高い首都・カトマンズ周辺や生活基盤さえ脆弱な山間部の村々をマグニチュード７．９の巨大な地震が襲い、私たちは荒廃した風景を目の当たりにしています。救命の前に立ちはだかる圧倒的な災害の爪痕。今回の地震は、この１００年の中でネパール最悪の自然災害となりました。
私がこれを書いている現段階で、死亡した人および重傷者や未だ瓦礫の下に埋もれている人は４３４９人と推定されています。失われた多くの命、住む家や生業や共同体を失った人々。
地震はさらに、私たちネパール人の誇りでもあり、歴史的、文化的にも価値あるダラハラの塔やユネスコに認定された数々の世界遺産を破戒しました。あの美しいカトマンズの王宮広場も瓦礫と化してしまいました。
このような時に大切なことは、人々がお互いの違いを乗り越え、共にこの困難に立ち向かうことです。この国で生きている私たちは、これからの被災後の状況を何とか生き延びていくための支援を必要としています。社会的基盤の弱さや救命救助の不足によって無数の命が左右されるとしたら、私たちは、現状を変えていかなければなりません。

「ネパールの障がい者の方々も、他の人々と同じように、野外でテントを張り避難生活をしていますが、テントがまだ不足していること、もともと障害者用のトイレの少ない国ですが障害者も使えるトイレがなく困っていること、食べ物が不足していることで困っていること。
今回の地震では多くの人々がケガをし、その多くの方々が障害者になるでしょう。最近のネパールでの情報では８０００人がケガをしている。そして彼らのなかから車いすについての問い合わせが来ている。
今後は彼らの自立に向けたプロがラムも必要でしょう。
今分かっている範囲では、５名の障がい者が地震で亡くなったことがわかっている。また多くの方がケガをしている。彼らは早めの彼らとその家族、子供たちのサポートを必要としている。」

Dear sir/Madam
Mostly the persons with disabilities use to be at high risk in
the situation of disaster. Knowingly, unknowingly they are left
behind while operating rescue and relief work and providing other
daily essentials due to their disabilities and barriers. At the
time of relief distribution, mostly people are in hurry and anger.
They rush here and there to get the relief package and daily essential
provided to them. But, such situation may deprive persons with
disabilities, senior citizens, children, poor people, pregnant
women and patients from the services.
As per the information coming from the earthquake affected districts,
many persons with disabilities have been killed and many have
lost their family and parents, houses, livestock and living with
lots of trouble without having relief and support. This situation
has drawn the serious attention of National Federation of the
Disabled Nepal (NFDN). So, I would humbly request to you and all
the team members mobilized from your organization for rescue,
relief or medical support to provide high priority to persons
with disabilities and other groups living at high risk. We also
urge to incorporate the special needs of persons with disabilities
while making temporary shelters and toilet (i.e disability friendly)
as far as possible. I further request you to keep the record of
persons with disabilities rescued and supported by relief packages
in your working area. NFDN is always ready to provide coordination
and cooperation to you in this regards, if needed.

Disaster Relief Meeting convened by National Federation of Disables
Nepal NFD-N to ensure relief to all victims with disability.
Our appeal to all Relief opetation teams:
Prioritze the relief operation to Children, persons with disabilty,
pregnant women, nursing mothers, senior citizens (elderly people).
A format is developed for details of victim and to assess the
extent of damage.

I am thrilled a lot for your deep concerns about safety of me
and my family when you heard the news of devastating earthquake
occurred on 25 April, Saturday noon.
I, my families and the people who work closely with us in our
mission of ensuring rights of persons with disabilities are amongst
the fortunate ones who survived after the massive shock. There
were hundreds of aftershocks after the main shock of 7.9 rector
scale.
There are more than 600,000 houses collapsed including huge apartments
in capital city Kathmandu. The number of houses and buildings
collapsed in the country has still not been notified. The recorded
Death is around 5,000 which is the primary record whereas the
casualty in thousands of houses in hundreds of villages is still
to be recorded.
Concerning the houses of persons with disabilities, there are
55 houses collapsed and hundreds affected amongst persons with
disabilities. It is identified primarily that the recorded incident
of death of 10 persons with disabilities including visual and
severe physical disabilities across eleven massively affected
districts.
I am just back home after 96 hours of the main shock, with an
anxiety of next aftershock. Though there is very less networking
and communication, in my primary inquiry, the mainstreaming persons
with disabilities has been overlooked in rescue and releaf action.
I feel our responsibility now addressing the need and inclusion
of persons with disabilities in the rescue and relief package
of the Government. In this instant, I am in the planning of establishing
Database of victims among persons with disabilities, providing
immediate relief to them and their families for their comfort
who have lost their families and buildings. I wish for your continuous
moral support for our mission of bringing these persons with disabilities
including children and Women in their normal lives.

Pokharel氏の父親は大きな怪我をして治療を受けている。視覚障害のSafalta Pokhrelさんは家と家畜全てを失くした。家が身体障害のSantosh
Khana氏lと視覚障害でNFDNの役員であるSishir Khanal 氏、視覚障害のSarita Lamichaneさん、視覚障害のSafalta
Pokhrelさん、身体障害のDhan Bahadur Khadka氏の家が壊れた。
障害者が多く住むゴルカの小さな村は被害を受けたとの報告を得た。Sindhupalchokは被害が大きかった郡の一つである。Sindhupalchokに住む障害者の大半は家を失った。

Bhandari さん、視覚障害のSom Dulal氏の家は全壊し、家畜も失った。DhdingとSindhupakchokの情報は収集中である。
ポカラの状況

ポカラから震源地のラムジュンは距離的に近いのですが、被害状況はカトマンズの方がひどかったようです。現在、ポカラでは、電気もあり、お店も普段と変わりなくやっていますでの、生活も今までと変わりなくできています。

今日はネパールの緊急支援についてメールさせていただいております。
４月２５日にネパールを襲った地震で、カトマンズを中心に多くの人たちが犠牲になったことは皆さんもご存知かと思います。
私の友人、シュリスティは全盲のダンサーで、ブラインド・ロックスという団体を運営しているのですが、彼女が中心になって、障害を持つ被災者で、家を失った人たちの緊急支援をしています。
最低１５家族に、食べ物や飲料水、毛布や生活必需品や現金など含めて、約５００ユーロ（６万円ほど）の支援をすべく、今資金集めに奔走しています。
ご想像のとおり、障害を持った被災者は、一般の被災者よりも情報のアクセスの面でも、物理的な面でも困難な状況に置かれており、一般の支援がなか
なか届かないのが現状です。

4月25日（土）に発生したネパール中部を震源とする大地震により、亡くなられた方々のご冥福をお祈り致しますとともに、被災された皆様に、心よりお見舞いを申しあげます。
左側の写真には大小2つのヒンズー寺院が見えます。大きな寺院は、1873年建立の名刹カルモチャン寺院で、このたびの大地震により完全に倒壊し、レンガの山になりました（写真右上）。手前の小さなゴパール寺院は亀裂が入り、一部の漆喰がはがれて日干しレンガがむき出しになりました。同寺院の伽藍には、ネパール盲人福祉協会（NAWB）があるのですが、こちらは外装はヒンズー寺院そのものながら内部はそれなりに近代的な建築です。
郵政省国際ボランティア貯金の配分金を受けて建設したNAWB点字出版所は、設計の段階で、重量のある印刷機や製版機を入れるので、少し補強するように我々が要請したので、他の建築物より多少は頑丈にできており無事でした。
外務省NGO補助金を受けて建設したバラCBRセンター、郵政省国際ボランティア貯金の配分金を受けて建設した寄宿舎3棟は、いずれも地方にあり、特別な補強をしていないので心配していましたが、いずれも無事でした。
当協会は30年にわたりネパール盲人福祉協会（NAWB）と交流を続け、支援活動をしていますが、今回の大地震で多くの視覚障害者が困窮をきわめていることは想像に難くありません。そこで、被災した視覚障害者に手を差し伸べ、支え合うために緊急のご支援をお願いいたします。お寄せいただきましたご支援は、当協会海外盲人交流事業事務局からNAWBに送金します。
「カトマンズの現状」
ネパール中部で4月25日午前11時56分（日本時間同日午後3時11分）頃、マグニチュード7.8の強い地震が発生しました。
同日は土曜日で、ネパールの公休日（日曜日は平日）にあたるため、午後4時頃からネパール盲人福祉協会（NAWB）会長や、当協会の現地ボランティアにEメールを打つと共に、電話をかけ続けましが、「まったくの無音」で、電話が通じる気配さえありませんでした。
翌4月26日（日）午前9時半頃（現地時間午前6時過ぎ）、当協会のボランティアで前NAWB事務局長であるホーム・ナット・アルヤールさんと、次いでNAWB会長のクマール・タパさん（全盲）と携帯電話で連絡がとれました。彼らの家族と、NAWBの職員等関係者は無事でしたが、職員の一人の自宅が全壊し、二人の自宅が半壊したと聞きました。
タパ会長は同じく全盲の夫人、それに2人の子供、住み込みのメイド、出稼ぎに来ている親戚の人と6人でカトマンズの郊外に暮らしており、レンガ造りの自宅は危険なので空き地に野宿しています。
一方、アルヤールさんの自宅は空港の近くなので、空港内の被災者テント村に寝泊まりしています。大小の余震がまだ1日に20〜25回もあり、レンガ造りの自宅に長時間留まることはできないのです。そういう意味では、カトマンズ盆地の全市民が被災者同様の生活をしていると言っても過言ではないでしょう。
4月27日（月）の夕方から一部で電気も復旧し、幹線道も復旧したので、4月28日（火）にNAWBの幹部職員が、NAWB本部に行ったようですが、余震が収まらないことには、通常業務を再開することなどとてもできるものではありません。
レンガといっても近代的な製法によるそれではなく、紀元前から同じ方法で営々と作られてきた、とてももろい焼成レンガで、高名な建築家で、無償でネパール子供病院の設計をした安藤忠雄氏に言わせると、「日干しレンガだ」ということです。
関東大震災では多くの被害を出したことからもわかるようにレンガ造の建物は地震に弱いという難点があり、おそらく、震度3程度の揺れでも激しく揺れて、生きた心地はしないだろうと思われます。
報道によると、国内唯一の国際空港であるカトマンズの「トリブバン国際空港」は混雑のため遅延や欠航が相次ぎ、日本の国際緊急援助隊のように現地入りに手間取るケースも出てきています。入国しても活動地域などは、ネパール政府と調整した上で決まるため、空港で足止めされるケースも少なくないのです。命がけでレンガ造の役所で働いている公務員もいるのでしょうが、安全が確保できず働けない現実もあるのです。
「ネパール支援のための寄付のお願い」
ネパールは、地震前から毎日計画停電が行われ、カトマンズ盆地内の水道は、給水量の不足から朝夕の2回、各々3〜 6時間の時間給水が恒常化しています。しかも、その水道水はそのまま飲むことができない水です。つまり、日本人の感覚でいえば、普段の生活が被災地のような不便な生活なのです。
そのネパールの国土の半分が被災しました（『毎日新聞』4月28日付朝刊）。被害が大きければ大きいほど、その被害の全体像を把握することは困難です。
ただ、はっきりいえることは、視覚障害者だけが、視覚障害者が学ぶ統合教育校だけが、被害を免れるということはあり得ないことです。寄宿舎で学ぶ視覚障害児は無事だとしても、彼らの実家が被災していることだって考えられます。自宅から通学している生徒の家が倒壊して、住む家が無いことだって考えられます。 また、仮に統合教育校が無事であったとしても、今後の余震に備えて、「耐震補強工事」までは無理としても、それなりの補強工事を行う必要はあるでしょう。
今回の地震は、1934年1月にネパールとインドの国境沿いで、死者・行方不明者1万人以上の犠牲をだした「ビハール・ネパール地震」以来の、81年ぶりの大震災です。なにとぞ、皆様の温かいご支援を差し伸べてください。
当協会の国際協力は、視覚障害者に特化していますが、今回に限り、ネパール盲人福祉協会（NAWB）が行う飲料水や食料、生活物資等の緊急支援には、視覚障害者とその家族、視覚障害者関連施設・学校等の職員とその家族・親族もその対象となる可能性がありますので、その旨、あらかじめご了承ください。

This is Kanak Mani Dixit, writing in from the Spinal Injury Rehabilitation
Centre FB site. Everyone is safe at the Centre, according to the
Director Esha Thapa. This is so good, because the hills of Kavre
District (where we are) have been badly hit. We now have to prepare
for what we can expect will be a rise in the flow of patients
with spinal injury. Thank you everyone for your concern.
